New Community Road Network Worth UGX 1.6 Billion Commissioned in Otuke District

A major infrastructure development in Otuke District has been launched, with the construction of a community road network valued at UGX 1.6 billion. The project is expected to enhance connectivity and improve accessibility for the local community, facilitating the smooth transportation of goods and services.

Boniface Oyugi, the Company Manager/Engineer for GAT Consultants Construction Ltd., confirmed that all materials and equipment are already on-site. He urged the community to be patient and cooperative as the construction team works diligently to deliver quality infrastructure. However, Oyugi noted some challenges faced during the project, particularly late payments, which can hinder progress, and the occasional shortage of materials that may also affect the work.

In response, Otuke Resident Commissioner, George Abdul, emphasized the importance of community involvement in the project. He urged residents to play an active role in monitoring the construction and report any issues such as substandard work. His call aims to ensure that the roads meet the required safety and durability standards for the benefit of the community.

The Resident Commissioner also cautioned against interference and theft of construction materials, urging the community to remain vigilant.

Otuke’s Chief Administrative Officer (CAO) confirmed that the contract for the road construction project has been signed, with a scheduled completion period of 8 months. The project will cover a total of 16.9 kilometers of roads across various areas in the district.

Local leaders, including Chairman LC3 of Okwang Subcounty, Zadok Odongo, expressed gratitude to the Ministry of Local Government and the Oil Seed Program for the allocation of funds. Odongo further requested the construction of a roundabout at the intersection of key community roads to enhance traffic flow and safety.

Hon. Paul Omara, Member of Parliament for Otuke, who facilitated the commissioning of the road construction, encouraged the community to appreciate President Museveni for the development efforts in the area. He also addressed concerns regarding potential corruption in the road funding, asserting that, as the chairperson of the district's road committee, he has ensured transparency and proper use of the allocated funds.

Furthermore, Hon. Omara pledged to continue advocating for the construction of additional roads. He revealed that he has secured four additional sets of equipment from Gulu, in addition to the district’s own set, and plans to invest more funds to ensure that more community roads are improved.

Okwang Subcounty currently lacks a Subcounty headquarters, and local leaders have called for land acquisition to establish one, which would include essential services such as a police post and health center.
